摘要
海洋维权执法人才是海上维权执法实践的行为主体,其人才质量直接关系到我国海上维权执法能力和应对水平。建设一支与我国国际地位相称、与国家战略利益相适应的中国海洋维权执法人才队伍,是实现建设海洋强国战略目标的重要保证,也是履行大国责任的基本要求。本文在梳理海洋强国战略与人才培养的关系、钓鱼岛争端面临的新形势、海洋维权执法人才队伍面临的主要问题的基础上,对海洋大国美国和我国周边主要国家日本的维权执法人才培养经验和做法进行分析,着重对其海警人才培养举措进行战略分析,提出了加强海洋维权执法人才队伍建设的对策。
The talents for marine safeguard of legal rights and law enforcement is the subject of the practice of marine safeguard of legal rights and law enforcement, and thus the talent quality is directly related to the capacity and coping ability of marine safeguard of legal rights and law enforcement of China. The construction of a talents team for marine safeguard of legal rights and law enforcement of China matched with China’s international standing and national strategic interests is an important guarantee for accomplishing the strategic goal of building a maritime power and the basic requirement for fulfilling the responsibilities of a major power. The paper, based on the study on the relationship between marine power strategy and talents cultivation, the new situation of Diaoyu Islands dispute, and the main problems of talents team of marine safeguard of legal rights and law enforcement, analyzed the talents cultivation experience and practices of the maritime power the US and the neighboring country Japan, and emphasized the strategic analysis on the cultivation measures for marine police talents, and further proposed the countermeasures for enhancing the team construction of talents for marine safeguard of legal rights and law enforcement.
