摘要
灌区改革是一个复杂的大系统 ,涉及管理体制、法律、政策、经济、社会等许多问题。参与式灌溉管理就是在政府的宏观调控扶持下 ,让灌区的主体广大用水户以“主人”身份参与灌区建设与管理的部分或全部事务。介绍了参与式灌溉管理产生的背景及在国外应用情况 ,分析了参与式灌溉管理的内涵、基本要求及参与式灌溉管理与我国传统的群众管理的区别。
Irrigation district reform is a complex large_sized system involving problems of management system, law, policy, economy and society. Participatory irrigation management means the water users, the main part of irrigation district, participate in the affairs of irrigation district construction and management as a master with support of macro regulation of government. The generation background and the application abroad of participatory irrigation management are introduced, and the connotation, basic requirement and the difference between participatory irrigation management and the conventional mass management in China are analyzed.
