数字经济视间下食品安全监管的困境与突破路径

摘要 保障食品安全是关乎人民健康的关键任务。数字经济发展为我国践行“大食物观”和构建多元化食物供给体系带来了新的机遇,也给食品安全监管带来了新的挑战。网络食品在生产与流通过程中的虚拟化、去中心化、无序化特征增加了质量安全风险,现有食品安全监管模式函需创新。本文从食品安全治理本质和我国监管体系变迁出发,分析了数字经济背景下网络食品、外卖餐饮和预制菜等新兴业态面临的质量安全挑战,揭示了在监管权责、去中心化供给监管、第三方平台责任等方面的监管困境。为应对这些挑战,本文提出健全网络食品监管法律法规、完善可追溯体系、强化食品质量信息公开、推进多元共治、构建风险预警体系和优化第三方平台声誉机制等监管路径。这些措施有助于破解当前监管复杂性和资源瓶颈交织的困境,为“大食物观”下保障食品安全提供新的思路。 Ensuring food safety is crucial to public health.The growth of the digital economy brings new opportunities for China to implement the"Greater Food Approach"and develop a diversified food supply system,while also posing new challenges for food safety supervision.The virtualization,decentralization,and lack of order in online food production and distribution increase quality risks,necessitating innovation in food safety regulatory mechanism.This paper examines the core principles of food safety governance and the evolution of China's regulatory system,analyzing the quality and safety challenges faced by emerging industries such as online food,takeaway services,and pre-prepared dishes under the digital economy.We highlight regulatory challenges concerning responsibilities,decentralized supply oversight,and the role of third-party platforms within the current regulatory system.To address these challenges,we propose pathways for improvement,including strengthening laws and regulations for online food supervision,enhancing supply chain traceability,increasing transparency of food quality information,promoting multi-party co-governance,establishing a food safety risk warning system,and refining third-party platform reputation mechanisms.These measures will aid China in addressing the rising complexity and resource limitations in regulation,providing a fresh perspective for ensuring stable and secure food supply under the"Greater Food Approach".
