摘要
磷石膏是磷化工生产过程中产生的固体废渣,其成分复杂、处理困难,长期堆存既占用了大量土地资源,同时也对区域的生态安全存在严重威胁。随着国家对磷石膏污染问题的日渐关注及相关政策文件的出台,磷石膏综合利用水平逐年提升,但同时也带来了新的环境风险隐患。文章基于磷石膏综合利用现状情况分析了综合利用过程中环境风险的主要来源,识别了相应的环境风险因素和风险受体;构建了基于社会网络分析的磷石膏综合利用环境风险分析模型,并对环境风险因素、环境风险受体及其相互作用进行了分析;最后识别了关键的环境风险网络节点,并结合当前的绿色低碳发展要求提出了针对性的环境风险减缓对策。
Phosphogypsum is a kind of solid waste generated in the process of phosphochemical production.Its composition is complex and difficult to handle.Long-term storage not only occupies a large amount of land resources,but also poses a serious threat to ecological security of the region.With the increasing concern of phosphogypsum pollution and the announcement of relevant policy documents,the comprehensive utilization level of phosphogypsum has been improved year by year,but it has also brought new environmental risks.Based on the current situation of comprehensive utilization of phosphogypsum,the main sources of environmental risks in the process of comprehensive utilization were analyzed,and the corresponding environmental risk factors and risk receptors were identified.The environmental risk analysis model of phosphogypsum comprehensive utilization based on social network analysis was constructed,and the environmental risk factors,environmental risk receptors and their interactions were analyzed.Finally,the key environmental risk network nodes were identified,and environmental risk curtailment suggestions had been proposed according to the current requirements of green and low-carbon development.
