摘要
托育服务政策对于推动婴幼儿托育服务发展、解决照护难题、促进“三孩政策”落地具有关键意义。研究采用混合研究方法探究我国托育政策实施现状。本研究采用随机抽样法抽取新疆195名0~3岁婴幼儿家长作为研究对象,并发布《托育服务政策实施情况调查问卷》进行调查。同时,对30名托育机构从业人员和10名0~3岁婴幼儿家长进行半结构化访谈,深入了解托育服务政策实施存在的障碍。通过差异性检验发现,托育政策实施存在监管缺位、结构失衡、供需失衡等障碍。为促进我国托育政策的有效实施,建议通过加大托育政策宣传力度、加强托育管理监督体系,优化托育机构资源配置、实现托育服务多元供给,构建社区托育服务网络、健全保教人员培养体系等措施进一步支持托育服务政策落地,实现托育服务的有效供给。
The childcare service policy is of key significance in promoting the development of childcare services,addressing care challenges,and facilitating the implementation of the"three-child policy".A study using a mixed research method was conducted to explore the current status of childcare policies in China.195 parents of 0~3 year-old infants and young children in Xinjiang were selected as research subjects in the study and the Questionnaire on the Implementation of Childcare Service Policy was published to conduct the survey.Additionally,semi-structured interviews were conducted with 30 childcare practitioners and 10 parents of 0~3 year-old children to gain insights into the obstacles in implementing childcare service policies.Differential tests revealed obstacles in the implementation of childcare policies such as lack of supervision,structural imbalance,and supply-demand imbalance.To promote the effective implementation of childcare policies in China,it is recommended to increase publicity on childcare policies,strengthen childcare management and supervision systems,optimize the allocation of childcare resources,diversify childcare service supply,establish community childcare service networks,and improve the training system for childcare personnel to further support the implementation of childcare service policies and ensure the effective supply of childcare services.
