摘要
随着人口老龄化程度不断加深,长期护理保险(简称长护险)政策的推进势在必行。文章基于政策工具理论,结合政策主体维度建立“政策工具—政策主体”的二维分析框架,运用Nvivo 12 plus质性研究软件进行编码,对西北地区S市制定发布的长护险政策文件进行梳理分析。研究发现,政策工具的应用呈现出异质性特征且协调性需要增强;政策主体在参与制定政策的方式和程度上存在不均衡性;政策工具与政策主体之间的适配度有待提升。据此,文章提出优化政策工具的多元化运用结构,构建科学的政策设计系统,同时增大政策主体与政策工具之间的适配度,从而促进长护险政策的健全与完善,为社会提供更可靠的健康保障。
With the increasing aging of the population,the promotion of long⁃term care insurance policies(LTCI)is imperative.Based on the theory of policy instruments and combining the dimensions of policy subjects,a two⁃dimensional analysis framework of“policy instruments⁃policy subjects”is established.Nvivo 12 plus qualitative research software is used to code and analyze policy documents on long⁃term care insurance formulated and issued in S City.The research concludes that the application of policy instrument exhibits heterogeneity and lacks coordination.There is a certain imbalance in the participation of policy subjects in policy formulation,and the compatibility between policy instruments and policy entities remains in need of enhancement.Accordingly,the article proposes to optimize the diversified application structure of policy instruments,construct a scientific policy design system,and enhance the adaptability between policy subjects and policy instruments,to further promote the refinement and improvement of long⁃term care insurance policy,thus providing a more reliable healthcare guarantee for society.
