摘要
中国共产党团结带领中国人民开创了中国式现代化,在其推进过程中依据马克思主义的人民性提供的理论基础、马克思主义政党的特质规定的政治方向、中国共产党实现人民幸福的初心使命提供的根本动力、中国特色社会主义制度的为民本色形成的制度保证、以人民为中心的国家治理经验折射的政治逻辑,形成了中国式现代化“民生为大”的价值诉求。这一价值诉求强调民生问题的政治性、系统性、层次性、差异性、发展性、长期性。中国式现代化坚持以人民为中心、在发展中保障和改善民生、扎实推进共同富裕,超越了资本导向型的西方资本主义现代化模式,创造了社会主义的民生导向型现代化新模式,为人类现代化事业提供了中国方案。依据民生导向型现代化模式的形成逻辑,实现中国式现代化“民生为大”的价值诉求,在进一步全面深化改革推进中国式现代化中,需要建构以提高党的领导水平和长期执政能力、构建高水平社会主义市场经济体制、统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局、贯彻以人民为中心的发展思想、坚持建设社会主义文化强国、完善收入分配和就业制度、建设更高水平平安中国等为主要内容的实现机制。民生导向型现代化的价值诉求,昭示着中国式现代化发展的政治方向、建设手段的伦理性质和民生诉求的发展理念,是对人类现代化的模式创新,具有重要的现代化理论价值。
It is the Communist Party of China that has been leading the Chinese people to create the Chinese modernization,in whose process of promoting that the Party forms the “people-being-most-important” value appeal of the Chinese modernization,according to the theoretical basis provided by the Marxist popular thoughts,the political direction stipulated by the characteristics of the Marxist political parties,the fundamental driving forces provided by the original political aspiration of realizing the people's happiness,the systematical guarantee formed by the people-serving characteristic of the socialist system,and the political logic reflected by the prominent governing experiences in dealing with people's wellbing issues.This value appeal emphasizes the political nature,systematicness,hierarchy,otherness,developmentality,longevity.Chinese modernization persists in taking the people as the centre,ensuring and improving people's well-being in the course of development,and striving for common prosperity,thus surpassing the western capital-oriented capitalist modernization,creating a new socialist people's wellbeing oriented modernization,and supplying the world with a China's blue print for the modernization of mankind.Based on the forming logic of the people's wellbeing oriented modernization,to realize the “people-being-most-important” value appeal,it is necessary to build the implementation mechanism,which consists of the following opponents including improving the level of the Party's leadership,building a high-standard socialist market economic system,promoting the “Five-Sphere” as a Whole Integrated Plan and the “Four-Pronged” Comprehensive Strategy,carrying out the people-centered philosophy of development,adhering to the construction of a socialist leading country in culture,improving the distribution and employment systems,constructing a high-standard peaceful China.The “people-being-most-important” value appeal,showing the political direction of the development of Chinese modernization,the
