摘要
在传统的公共数据开放管理过程中,数据提供者缺乏数据开放动力、安全的技术支撑能力及有效的安全管理方法,导致不敢开放或不愿开放。本文首先阐述了公共数据开放的概念及开放过程中面临的安全性、及时性和溯源性问题。随后,分析了通过区块链技术加强公共数据开放共享的可行性,并提出了基于区块链的公共数据开放平台的建设策略,包括选择合适的区块链平台、设计智能合约、数据存储和管理及加强数据治理与安全。最后,讨论了区块链在促进公共数据开放的未来发展趋势,指出了公共数据开放平台存在的问题及努力方向。
In the traditional public data open management process,data providers lack the motivation to open up data,secure technical support capabilities and effective security management methods,resulting in a fear of opening up or an unwillingness to open up.This paper first explains the concept of public data openness and the security,timeliness and traceability issues faced in the open process.Then,it analyzes the feasibility of strengthening the open sharing of public data through blockchain technology,and proposes a construction strategy for a public data open platform based on blockchain,including selecting a suitable blockchain platform,designing smart contracts,data storage and management,and strengthening data governance and security.Finally,it discusses the future development trend of blockchain in promoting the openness of public data,and points out the problems and directions of efforts of public data open platform.
