摘要
新质生产力与机关事务管理的结合,有助于促进机关事务治理形态跃升与效益提高,也是贯彻落实新发展理念、推动机关事务高质量发展的重要抓手。新质生产力蕴含的新理念、新技术、新模式构成了驱动机关事务治理形态演进的动力来源,数聚算力促进机关事务治理质态提升,数字底座赋能机关事务治理数智化转型,协同互联推动机关事务治理价值创造,数实空间融合塑造机关事务治理生态圈。新质生产力驱动机关事务高质量发展应以数字化为突破打造机关事务治理新载体,以标准化为支撑推动机关事务治理的制度再生产,以能力转化为核心实现机关事务治理由“量”到“质”的发展跃迁,从而提升政府运行保障效能。
The combination of new quality productive forces and administrative affairs governance will help to promote the transformation of governance forms and improve efficiency in administrative affairs.It is also an important approach for implementing the new development philosophy and promoting high-quality development of administrative affairs. The new philosophy, new technologies, and new models embedded in the new quality productive forces constitute the driving force for the form evolution of administrative affairs governance. The aggregation of computing power promotes the improvement of the quality of administrative affairs governance. The digital base empowers the digital intelligence transformation of administrative affairs governance. Collaborative interconnection promotes the value creation of administrative affairs governance. The integration of digital space and physical space shapes the ecosystem of administrative affairs governance. To drive the high-quality development of administrative affairs by new quality productive forces, we should leverage digitalization as a breakthrough to create a new carrier for administrative affairs governance, rely on standardization to promote the system reproduction of administrative affairs governance, and focus on capability transformation to achieve a development leap from “quantity” to “quality” in administrative affairs governance, thereby enhancing the guarantee efficiency of government operations.
