摘要
2019年,中共中央办公厅、国务院办公厅印发的《党政机关电子公文处理工作办法》和2024年11月国家档案局印发的《电子档案管理办法》,其中都明确提出电子档案移交时只保留印章图形而不保留数字签名信息,即电子印章“去技术化”。旨在降低电子档案对技术的依赖性和保障电子档案管理系统的独立性,从而更有利于电子档案的长期保存。但“去技术化”也给电子档案管理带来了一定的问题,“去技术化”后电子档案的真实性和完整性面临着挑战。本研究提出的解决方案,聚焦于在立档单位电子文件归档初期即启动“去技术化”流程,并通过在电子文件归档和电子档案整理、保管两阶段完善和维护元数据,从而实现从管理要素、管理手段上保留技术化的本质内涵,确保电子档案的原始性、真实性和完整性以及电子档案管理系统的独立性。
In 2019,the General Office of the Communist Party of China Central Committee and the State Council issued the Working Measures for the Processing of Electronic Official Documents in Party and Government Organs,and in November 2024,the National Archives Administration issued the Administrative Measures for Electronic Records Management,which explicitly stated that only the seal graphic should be retained during the transfer of electronic records,and the digital signature information should not be retained,thus implementing the'De-technicization'of electronic seals.This move aims to reduce the dependence of electronic records on technology and ensure the independence of electronic records management systems,thereby facilitating the long-term preservation of electronic records.However,'de-technicization'also brings many challenges to electronic records management.The authenticity and integrity of electronic records face challenges after'de-technicization'.The proposed solution is that'de-technicization'should start from the archival unit's electronic file archiving process.It should be achieved by improving metadata and using lightweight blockchain technology in two stages:during electronic file archiving and electronic records sorting and storage.This approach aims to achieve de-technicization in form while retaining the essence of technicization in management elements and methods,ensuring the originality,authenticity,and integrity of electronic records,as well as the independence of electroni c records management systems.
