摘要
地方政策创新可放大和重塑元政策的社会效用。然则对地方政策创新的情境刺激、个体认知与外在行动整合化解释框架的阙如弱化了既有研究的现实自洽力。研究遵循目标抽样和典型概化原则,通过对X市公安局“三下工程”政策创新的历时观察与理论剖析得出了以下结论:首先,地方官员对制度资源、物质资源、权力资源以及价值资源的现实存量、可利用层次以及可开发程度的感知性评估形塑了政策创新的自我效能感;其次,自我效能感赋予其对政策创新所需能力支持与优良绩效输出以稳定预期和信心,进而驱动了感知性资源向现实资源的能促性转化;最后,地方政府在充足资源网络的支撑下实现了政策创新的良善社会效用。
Local policy innovation can amplify and reshape the social utility of meta-policies.However,the absence of an integrated explanatory framework for situational stimuli,individual cognition,and external actions of local policy innovation weakens the realistic self-consistency of existing research.The study follows the principles of purposive sampling and typical generalization.Through diachronic observation and theoretical analysis of the policy innovation of the“Three Engineering”of the Public Security Bureau of City X,the following conclusions are drawn:First,the perceptual evaluation of local officials on the actual stock,utilizable level,and development degree of institutional,material,power,and value resources shapes the self-efficacy of policy innovation.Second,the self-efficacy endows them with stable expectations and confidence in policy innovation ability support and excellent performance output,and then drives the facilitative transformation of perceptual resources into real resources.Finally,local governments realize the good social utility of policy innovation with the support of a sufficient resource network.
