摘要
“谴”作为汉代官员管理手段,被时代赋予鲜明的特殊性,即“谴”兼有处罚与问责的性质。“谴”作为历史演化的产物,对构建皇权与官僚制度发挥了巨大的作用。同时,它也是儒家文化进入制度运行的有效实践。总之,“谴”对于帝制初创时期的法律制度、官僚治理制度与皇权构建等起到不容小觑的作用。
As a management tool for officials in the Han Dynasty,"qian(condemnation)"was endowed with distinct characteristics by the times:the nature of punishment and accountability.The condemnation system in the Han Dynasty,as a product of historical evolution,played an important role in the construction of imperial power and bureaucratic systems,and it was also an effective practice of Confucian culture entering into institutional operation.All in all,the impact of"qian"on the legal system,official management and the establishment of imperial authority can′t be underestimated at the beginning stage of monarchy system.
