摘要
目的构建医学类高职院校突发公共卫生事件应急管理能力评价指标体系,为提高医学类高职院校突发公共卫生事件应急能力水平提供科学依据。方法在文献分析法的基础上拟定评价指标体系框架,遴选15名相关领域专家进行2轮德尔菲专家咨询法确定三级指标,采用层次分析法(AHP)确定各级指标权重,构建医学类高职院校突发公共卫生事件应急管理能力评价指标体系。结果2轮专家咨询的积极系数分别为100.00%、93.33%,专家权威系数分别为0.76、0.75;2轮专家意见协调系数分别为0.493、0.528(P<0.001),专家意见协调程度较好;经过2轮专家咨询后建立了医学类高职院校突发公共卫生事件应急能力的评估指标体系,包括一级指标4个、二级指标17个、三级指标52个,最终专家对各指标重要性、可行性和敏感性的评分分别为(4.64±0.52)、(4.50±0.64)、(4.42±0.64)分,专家对各指标重要性、可行性和敏感性评分的变异系数分别为0~0.21、0.07~0.22、0.09~0.22;在构建的评估指标中,一级指标权重为0.1224~0.3310,二级指标权重为0.0170~0.1980,三级指标权重为0.0021~0.0273。结论成功构建了医学类高职院校突发公共卫生事件应急管理能力评价指标体系,该体系科学性和可信性较高。
Objective To establish an evaluation index system of emergency response capability for public health emergencies in medical higher vocational colleges,so as to provide scientific basis for improving the level of emergency management capacity of medical higher vocational colleges for public health emergencies.Methods An indicator system for evaluating public health emergency response capacity for public health emergencies in medical higher vocational colleges was initially formulated based on theoretical research and literature review.Two rounds of Delphi consultation were conducted among 15 senior professionals to determine the indicators and their weights of the system using Analytic Hierarchy Process(AHP).Results For the 2 rounds of expert consultation,the positive coefficients were 100.00%and 93.33%;the expert authority coefficients were 0.76 and 0.75,and the coordination coefficients of expert opinions were 0.493 and 0.528(all P<0.001),indicating a good coordination of the experts'opinions.The finally established indicator system for assessing public health emergency response capacity for public health emergencies in medical higher vocational colleges included 4 first-,17 second-,and 52 third-level indicators.For the second round of Delphi consultation,the experts'mean scores and ranges of coefficients of variance for importance/feasibility/sensibility of all the indicators were 4.64±0.52,4.50±0.64,4.42±0.64 and 0.00-0.21,0.07-0.22,0.09-0.22,respectively.The weights for the first-,second-,and third-level indicators ranged from 0.1224 to 0.3310,0.0170 to 0.1980,and 0.0021 to 0.0273,respectively.Conclusion Successfully constructed the evaluation index system of emergency management capacity of medical higher vocational colleges for public health emergencies,which is scientific and credible.
