摘要
目前,市县政协工作“三化”等功能建设的研究成果多为政治阐释类和调研对策类,其为市县政协工作“三化”等功能建设提供了方向性、目标性的指引。将市县政协建设相关的理论命题、政策设计和对策建议转化为可落地的具体措施,是解决“三化”等功能建设问题的关键,这有赖于精准化的技术路径分析。市县政协工作“三化”等功能建设以规范为依据,但各规范形式具有不同的建构功能和界限,各规范的具体内容仍需进一步完善,不同规范之间的相互关系仍有待进一步明确,不同规范形式行使的有效性仍有待进一步检验与评估。文章综合市县政协主体特殊性、规范的建构功能和界限以及既有的运作实践三种因素,提出进一步加强市县政协工作“三化”等功能建设的建议。
At present,most of the research results on the construction of the“three functions”of the CPPCC in cities and counties are in the categories of political interpretation and research and countermeasures,which provide directional and goal-oriented guidance for it,and transform the theoretical propositions,policy designs and countermeasure suggestions into concrete measures that can be put into practice.The propositions,policy designs and countermeasure suggestions are transformed into concrete measures that can be put into practice,which depends on precise technical path analysis.The construction is based on norms,but each form has different constructive functions and boundaries,the specific content of each norm needs to be further improved,the interrelationships between them need to be further clarified,and the validity,risk and extent of the exercise of different forms need to be further examined and evaluated,even their effectiveness,risk and degree of exercise still need to be further tested and assessed.Due to this,the paper takes into account three factors,namely,the specificity of the subjects of the CPPCC in cities and counties,the functions and boundaries of the norms,and the existing operational practices,and puts forward suggestions to further strengthen the construction of the“three functions”of the CPPCC in cities and counties.
