摘要
“互联网+”智慧能源作为数字技术与能源深入融合的产物,将为能源的绿色低碳与高质量发展带来全新动力。在对“一带一路”“互联网+”智慧能源合作理论与合作现状梳理基础上,重点基于效益分析理论剖析沿线开展“互联网+”智慧能源合作的政治、经济、社会、环境效益及其影响机理,最后基于市场广阔、先有基础、政策支持、基础设施水平薄弱、关键技术缺乏、合作环境欠佳等国际与国内合作基础、机遇与挑战分析结果,提出深入沿线“互联网+”智慧能源合作的实施路径框架,即从“主体推动、内容丰富、制度支撑、结构优化,水平合理”五个方面推动“一带一路”能源合作向数字智慧化、绿色低碳化升级,共建区域能源命运共同体。
As a product of the deep integration of digital technology and energy,“Internet+”smart energy will bring new impetus to the green,low-carbon and high-quality development of energy.On the basis of combing the theory and current situation of“The Belt and Road Initiative”and“Internet+”smart energy cooperation,this paper focuses on the analysis of the political,economic,social and environmental benefits of“Internet+”smart energy cooperation along the route and its influencing mechanism based on the benefit analysis theory.Finally,based on the analysis results of international and domestic cooperation foundations,opportunities and challenges,such as broad market,pre-existing foundation,policy support,weak infrastructure level,lack of key technologies,and poor cooperation environment,the implementation path framework of“Internet+”smart energy cooperation along the route is proposed.That is,from the five aspects of“subject promotion,rich content,institutional support,structural optimization,and reasonable level,”we will promote the energy cooperation of“The Belt and Road Initiative”to digital intelligence and green low-carbon upgrading,and build a regional energy destiny community.
