摘要
在全面建设社会主义现代化国家的新发展阶段,坚持实施扩大内需战略是新时代中国实现高质量发展的战略指导和重点部署。扩大内需战略的重要论述丰富和发展了马克思主义理论,是马克思主义中国化时代化的理论飞跃,是实现供需动态平衡建设现代经济体系的必然要求,以改革为根本动力推动促进消费体制机制变革,体现了贯彻新发展理念和推进高质量发展的宗旨。十八大以来,尽管我国扩大内需相关工作取得了进展,但制约内需潜力释放的因素依然存在。实施扩大内需战略需明确新时代我国内需持续增长目标的内涵,创新供给培育内需增长点,完善收入分配推动中等收入群体扩围增收,加快整合国内市场,坚持高水平开放实现国内国际双循环,以促进高质量发展。
In the new stage of comprehensive construction of a socialist modernized country,adhering to the strategy of expanding the domestic demand is the strategic guidance and key deployment for China to achieve the high-quality development in the new era.The important discourse on the strategy of expanding the domestic de⁃mand enriches and develops Marxist theory,which is a theoretical leap towards the modernization and sinicization of Marxism.It is an inevitable requirement for achieving the dynamic balance between supply and demand and build⁃ing a modern economic system.It requires the reform as the fundamental driving force to promote the transformation of the consumption system and mechanism,reflecting the purpose of implementing the new development philosophy and advancing the high-quality development.Since the 18th National Congress of the Communist Party of China,al⁃though progress has been made in expanding the domestic demand,factors that constrain the potential release of do⁃mestic demand still exist.In order to implement the strategy of expanding the domestic demand,it is necessary to clarify the connotation of the sustained growth goal of domestic demand in the new era,innovate supply and culti⁃vate domestic demand growth points,improve the income distribution to promote the expansion and income increase of middle-income groups,accelerate the integration of the domestic market,adhere to the high-level opening up to achieve domestic and international dual circulation,so as to promote high-quality development.
