摘要
鉴于企业是绿色供应链的实施主体,政府在促进企业实施绿色供应链方面发挥着重要作用,政企合作中企业如何降低因市场需求不确定而面临的风险是当前绿色供应链发展面临的重要问题。文章基于风险成本补贴视角,在由政府、零售商、制造商三方构成的三方博弈模型中,研究绿色供应链中参与者的策略选择,并进一步分析博弈系统的稳定性及其影响因素。研究结果表明:依靠风险成本补贴的绿色供应链呈现出较为稳定的态势;政府合理地补贴制造商的绿色生产风险成本或加大对制造商传统生产的惩罚力度,均会促进制造商绿色生产;当零售商绿色营销带给制造商的收益大于其受到的政府罚款时,便会产生制造商“搭便车”现象;当无监管时,环境效益高于监管时,政府将采用无监管手段。文章研究为政府推动绿色供应链可持续发展提供有益的对策和建议。
In view of the fact that enterprises are the main implementers of green supply chain,and the government plays an important role in promoting the implementation of green supply chain by enterprises,how to reduce the risks faced by enterprises due to uncertain market demand in the cooperation between government and enterprises is an important issue facing the development of green supply chain at present.Based on the perspective of risk cost subsidies,this paper studies the strategic choices of participants in the green supply chain through a three-party game model composed of government,retailers and manufacturers,and further analyzes the stability of the game system and its influencing factors.The results show that the green supply chain relying on the risk cost subsidy shows a relatively stable situation;if the government reasonably subsidizes the risk cost of green production or increases the punishment on traditional production,it will promote the green production of manufacturers.When the retailer's green marketing brings more revenue to the manufacturer than the government penalty,the manufacturer“free riding”phenomenon occurs.When there is no regulation,and the environmental benefit is higher than the regulation,the government will adopt the non-regulation approach.This study provides useful countermeasures and suggestions for the government to promote the sustainable development of green supply chain.
