摘要
当前,全球治理面临着文明观念差异与利益立场分歧、少数国家逃避责任、治理制度体制机制缺乏等多重困境,全球治理难题日益凸显。这从深层次上反映了全球治理在价值、主体、结构层面上的滞后性。面对新形势与新挑战,中国适时提出构建人类命运共同体理念,积极推动全球治理理念和治理体系的创新与变革,为破解全球治理难题提供了价值引领和路径选择。构建人类命运共同体作为破解全球治理难题的新思路、新方案,其落地生根需要:价值认知方面,树立共同体意识促进全球治理合作价值转变;主体责任方面,平衡各方利益凝聚全球治理力量;结构运行方面,依托平台基础推动全球治理体系的完善。
Currently,global governance encounters myriad challenges,such as differing civilizational concepts,conflicting interests,responsibility shirking of some nations,and deficient governance institutions and mechanisms.The challenges in global governance are increasingly significant,underscoring a fundamental lagging in values,subjects,and structures of global governance.Confronted with new circumstances and challenges,China has timely put forward building a community with a shared future for mankind,actively fostering innovaton and transformation in global governance ideology and systems,offering value-oriented guidance and path choice for addressing global governance issues.To build a community with a shared future for mankind as a new strategy and plan to address the issues of global governance,we should foster a communal awareness to drive value evolution in global governance collaboration in terms of value recognition;equitably balancing the interests of all stakeholders and uniting global governance efforts in terms of principal responsibilities;leveraging platform foundation for enhancements in the global governance system in terms of structural operation.
