摘要
高标准农田建设是我国粮食增产的基本保障,而发展农业新质生产力是高标准农田建设实现“藏粮于地、藏粮于技”的关键所在。文章基于2005—2022年我国30个样本省份面板数据,运用双重差分模型(DID)和中介效应模型,探究了高标准农田建设对粮食增产的影响,并对其作用机制进行考察。结果表明:高标准农田建设能够显著促进粮食增产;农业新质生产力在高标准农田建设与粮食增产之间存在中介作用,其中农业科技生产力作用最大,农业绿色生产力次之,农业数字生产力作用最小;高标准农田建设在粮食主产区、北方地区能够显著促进粮食增产,并对水稻、小麦作物有明显的增产效果。鉴于此,应继续完善高标准农田建设政策,加大粮食主产区和水稻、小麦种植区高标准农田建设力度,同时加快培育农业新质生产力,为我国粮食增产夯实“耕”基。
The construction of high-standard farmland is the basic guarantee for increased food production in China,and the development of agricultural new quality productivity is the key to realizing"sustainable farmland use and innovative application of agricultural technology"in the construction of high-standard farmland.Based on the panel data of 30 sample provinces in China from 2005 to 2022,the article explores the impact of the construc⁃tion of high-standard farmland on the increase of grain production and examines the mechanism by using the DID model and the mediation effect model.The results show that:the construction of high-standard farmland can sig⁃nificantly promote the increase of food production;there is a mediating role of agricultural new quality productivity between the construction of high-standard farmland and the increase of food production,in which agricultural sci⁃entific and technological productivity plays the largest role,agricultural green productivity plays the second largest role,and agricultural digital productivity plays the smallest role.The construction of high-standard farmland in the main grain-producing areas and northern regions can significantly contribute to increased grain production,and has a significant effect on increasing the production of rice and wheat crops.In view of this,we should contin⁃ue to improve the policy of high-standard farmland construction,increase the construction of high-standard farm⁃land in the main grain-producing areas and rice and wheat planting areas,and at the same time,accelerate the cul⁃tivation of agricultural new quality productivity,so as to strengthen the foundation for the increase of China's grain production.
