摘要
在规划阶段开展道路预命名,前移道路命名关口,是推进空间治理体系和治理能力现代化的重要方式。为此,从空间治理视角分析道路命名管理存在的问题及其根源,结合厦门市的实践探索,探讨如何健全工作体制机制,加强道路规划和命名过程中的部门协作,从政策上发挥规划的统筹作用。通过多层级路名规划体系,构建城市道路名称“一张图”,从空间上整合道路的名称资源。同时,结合国家地名信息库等平台,开展道路命名数据库建设,从技术上实现道路名称的信息共享。
Implementing road pre-naming at the planning stage and advancing the timing of road naming are important strategies to promote the modernization of spatial governance systems and governance capabilities.This paper analyzes current issues and their root causes in road naming management from the perspective of spatial governance.Based on Xiamen s practical exploration,it discusses how to enhance the work system and mechanisms to strengthen departmental collaboration in the road naming process and to improve the coordinating role of planning from a policy perspective.Through a multi-level road naming planning system,an urban road name map is constructed to integrate road naming resources from a spatial perspective.Building on the national geographic names information platform,the construction of a road naming database can facilitate the technical sharing of road name information.
