摘要
推动蓝色经济发展与合作是全球经济复苏的重要动力,其战略价值已受到国际广泛关注。中国与东盟国家紧密相联,蓝色经济合作已成为双方发展的重要组成部分。近年来,中国-东盟合作共赢的诉求、经济合作的扩大、合作平套的完善都给双方深化蓝色经济合作提供了坚实基础。然而,随着中国-东盟合作的深化,也遇到了严峻的挑战:合作机制碎片化、蓝色经济合作亟待转型升级等。鉴于此,本文建议:中国与东盟国家应坚持因地制宜,完善合作机制,提高双方治理能力,进一步推动新兴产业技术合作,共同发展蓝色经济。
The promotion of blue economy development and cooperation is an important impetus for global economic recovery,and its strategic value has received wide international attention.China and ASEAN countries are closely linked,and blue economy cooperation has become an important part of their development.In recent years,the demand for win-win cooperation,the expansion of economic cooperation,and the improvement of supporting services for cooperation between China and ASEAN have all provided a solid foundation for both sides to deepen blue economy cooperation.However,with the deepening of China-ASEAN cooperation,there are also severe challenges,such as the fragmentation of cooperation mechanisms and the urgent need for the transformation and upgrading of blue economy cooperation.In light of this,this paper suggests that China and ASEAN countries should adhere to localized approaches,improve cooperation mechanisms,enhance governance capabilities on both sides,and further promote technological cooperation in emerging industries to jointly develop the blue economy.
