摘要
目的分析东莞市社区卫生服务中心2023年绩效考核数据,为完善基层卫生服务绩效考核提供依据。方法收集2023年度(2023年1—12月)东莞市下辖33个镇街(园区)社区卫生服务中心各服务项目的年终绩效考核成绩和等级评估结果,采用多重线性回归模型进行关联分析。结果不同考核等级间的满意度、服务项目获得率、12项国家基本公共卫生服务、基本医疗、家庭医生签约、综合组织管理6项单项服务评分比较,差异有统计学意义(P均<0.05)。多重线性回归分析显示影响社区卫生服务中心年终绩效考核总成绩等级评估结果的最重要影响因素依次是基本公共卫生服务、基本医疗、综合组织管理、家庭医生签约(R=0.494、0.395、0.105、0.104,P均<0.05)。结论东莞市社区卫生服务中心各服务项目年终绩效考核方案应持续优化,考虑将医防融合指标内容纳入基层卫生服务考核指标体系中,使年终绩效考核成绩更能客观、公正地体现社区卫生服务中心的基层服务能力。
Objective To The performance appraisal data of Dongguan community health service center in 2023 were analyzed to provide a basis for improving the performance appraisal of primary health service.Methods The year-end performance assessment results and grade evaluation results of each service item of thirty-three town and street(park)community health service centers in Dongguan City in 2023(from January to December 2023)were collected.Multiple linear regression model was used for correlation analysis.Results There were statistically significant differences in satisfaction,access rate of service items,twelve national basic public health services,basic medical care,family doctor contract and comprehensive organization and management among different assessment levels(all P<0.05).Multiple linear regression analysis showed that the most important factors affecting the evaluation results of the year-end performance assessment of community health service centers were basic public health service,basic medical treatment,comprehensive organization and management,and family doctor contract(R=0.494,0.395,0.105,0.104,all P<0.05).Con⁃clusion The year-end performance appraisal plan of each service item in Dongguan community health service center should be continuously optimized,and the contents of the integration index of medical and prevention should be considered in the evaluation index system of primary health service,so that the year-end performance appraisal results can more objectively and fairly reflect the grass-roots service ability of community health service center.
