摘要
【目的】推动农业数字化发展是加快实现农业农村现代化、推动农业高质量发展的重要战略举措。【方法】构建农业数字化发展水平评价体系,以9省75村为代表案例,采用综合指数法对其农业数字化发展水平进行测度,并基于TOE框架从技术、组织与环境3个维度深入探究农业数字化发展的影响因素与提升路径。【结果】整体上我国农业数字化发展水平偏低并呈现多维特征。结构上,我国农业数字化发展偏重于交易领域,生产领域的数字化转型发展较为滞后;农业数字化是多因素共同作用的渐进发展过程,政府财政投入、社会资本参与和基础设施配套等是农业数字化高水平发展的关键;从提升路径看,“组织—技术”型是以农业数字化基础带动农业数字化的政策资本驱动路径,“环境—技术”型是以农业交易数字化引领农业生产、服务与基础的社会资本驱动路径,“技术—组织—环境”型是以局部农业生产数字化辐射农业数字化的政企民协同路径,这3条路径能够加快农业数字化转型。【结论】为加快农业数字化发展,进一步提出加大数字农业基础建设,推动技术创新与应用,夯实数字人力基础以及厘清政府主体责任边界的对策建议。
[Objective]Promoting the digital development of agriculture is an important strategic measure to accelerate the modernization of ag-riculture and rural areas and promote the high-quality development of agriculture.[Method]The present paper constructed an evaluation sys-tem for the development level of agricultural digitalization,taking 75 villages in 9 provinces as the representative cases,adopted comprehen-sive index method to measure the development level of agricultural digitalization,and explored the influencing factors and improvement paths of agricultural digitalization development from three dimensions of technology,organization and environment based on TOE framework.[Result]The overall development level of agricultural digitization in China was low and showed multidimensional characteristics.Structurally,the development of agricultural digitization in China focused on the trading field,while the development of digital transformation in the production field laggedbehind.Thedigitalization of agriculture was aprogressive development process with multi-factors.Government financial input,o cial capital participation and infrastructure support were the keys to the high-level development of digitalization of agriculture.From the per-spective of upgrading path,'Organization-Technology'type was policy capital-driven path driven by agricultural digitalization foundation;'Environment-Technology'type was social capital-driven path driven by agricultural transaction digitalization leading agricultural produc-tion,service and foundation;'Technology-Organization-Environment'type was a cllaborative path among government,enterprises and the public to drive agricultural digitization with the digitization of local agricultural production.These three paths could accelerate the digital transformation of agriculture.[Conclusion]To accelerate the development of agricultural digitalization,it is proposed to further strengthen the construction of digital agricultural infrastructure,promote technological innovation and application
