摘要
贵州省现有小型水库2594座,占全省水库总量的90%以上,在促进地方国民经济发展、保障国家粮食安全战略、保护人民群众生命财产安全、改善生态环境等方面发挥着重要作用。目前,小型水库在运行管理过程中还面临着设施老化、管理水平低、管理人员和资金投入不足、权责不清等问题。本文对贵州省小型水库运行管理存在的现状问题进行分析,并对解决措施进行探讨,以期为解决贵州省小型水库运行管理中存在的问题提供参考。
There are currently 2594 small reservoirs in Guizhou Province,accounting for over 90%of the total number of reservoirs in the province.They play an important role in promoting local economic development,ensuring national food security strategies,protecting people's lives and property safety,and improving the ecological environment.At present,small reservoirs still face problems such as aging facilities,low management level,insufficient investment of management personnel and funds,and unclear rights and responsibilities in the operation and management process.This article analyzes the current problems in the operation and management of small reservoirs in Guizhou Province,and explores solutions to provide reference for solving the problems in the operation and management of small reservoirs in Guizhou Province.
