摘要
山东省智慧康养共同体探索以聚焦产业、企业主体、市场化运作为机制,旨在促进产业与创新深度融合的省级新型研发机构建设路径。本文阐述了山东省智慧康养共同体的功能定位、组织架构、运作机制、绩效管理的发展现状,分析了当前建设与发展过程中存在的问题,包括公共属性作用发挥不充分、创新资源要素聚集不足、产业链条梳理不精准、管理绩效评价体系不完善等,并提出了相应的对策建议,以促进山东省智慧康养共同体创新效能和高质量发展。
The Shandong Smart Healthcare Community explores a provincial-level new R&D institution construction path that focuses on industries,enterprise entities,and market-oriented operations to promote the deep integration of industry and innovation.This paper expounds on the development status of the Shandong Smart Healthcare Community in terms of its functional positioning,organizational structure,operational mechanism,and performance management.It analyzes the current problems in the construction and development process,such as insufficient public attribute role play,insufficient aggregation of innovation resource elements,inaccurate sorting of the industrial chain,and an inadequate management performance evaluation system.Countermeasures and suggestions are proposed to promote the innovation efficiency and sustainable development of the Shandong Smart Healthcare Community.
