摘要
根据法律调控路径的不同,可以将托育服务分为私人托育与公共托育两种模式。跨越公私界限的托育服务有赖于国家积极参与,相较于私人托育模式,公共托育模式能更好彰显和促进国家对婴幼儿的照护义务。建构公共托育模式,是国家通过角色转变进而消除弱势主体脆弱性的重要体现,对家国关系提出了新的要求。我国托育服务体系的转型需要在回应型国家框架下,建构基于家庭需求的家国关系,充分发挥托育服务应具有的专业性、平等性与自主性等特征,切实提升托育水平。
According to the different ways of law regulation,childcare services can be divided into two models:private and public childcare.The transformation of childcare services crossing the boundaries between public and private sectors re-lies on active state involvement.Public childcare models can better demonstrate and promote the state's obligation to care for infants and young children than private childcare models.Building a public childcare model is a crucial manifestation of the state's task expansion to eliminate vulnerability among disadvantaged groups of people,posing higher demands on the re-lationship between family and nation.The transformation of the childcare service system in China requires the construction of a theory of family-nation relations based on family needs within a responsive state framework.This theory should fully le-verage the professionalism,equality,and autonomy that childcare services should possess,so as to effectively enhance the quality of childcare services.
