摘要
主要对国家强制性能耗标准《工业锅炉能效限定值及能效等级》在能耗双控向“双碳”目标转变过程中,对促进工业锅炉领域高质量绿色低碳发展所起到的关键性数据支撑作用展开分析,指出在缺乏国家统一强制性供热煤耗限额标准的前提下,工业锅炉热效率对重点用能企业工业锅炉的供热煤耗能效核查与能效对标过程中起到的指导性作用,指出该标准在各级节能管理机构实际应用过程中存在局限性。为了更加科学有效地对工业锅炉开展能效对标,按照锅炉热效率与供热煤耗正相关关系,经过对比分析,以《工业锅炉能效限定值及能效等级》各级能效等级为基础,在不同的锅炉类型与燃料条件下,分析计算现有、新建(扩建)项目的供热煤耗能效等级应该达到的水平,指出各地区应统筹考虑供热管网热效率及气温影响因素条件下,尽快制(修)订相应地方供热煤耗标准,为今后提升工业锅炉能效,落实国家绿色低碳高质量发展奠定基础。
It mainly analyzes the key role played by the national mandatory energy consumption standard"Industrial Boiler Energy Efficiency Limits and Energy Efficiency Ranks"in promoting high-quality,green and low carbon development in the industrial boiler field in the process of transitioning from dual energy consumption control to"Double Carbon"goal.The supporting role of data is analyzed,pointing out that in the absence of a national unified mandatory heating coal consumption limit standard,the thermal efficiency of industrial boilers plays a guiding role in the process of energy efficiency verification and energy efficiency benchmarking of heating coal consumption of industrial boilers in key energy-using enterprises.It is pointed out that this standard has limitations in the practical application process of energy conservation management agencies at all levels.In order to benchmark industrial boilers more scientifically and effectively,according to the positive correlation between boiler thermal efficiency and heating coal consumption,after comparative analysis,based on the energy efficiency levels at all levels of the"Industrial Boiler Energy Efficiency Limits and Energy Efficiency Ranks",under different boiler types and fuel conditions,analyze and calculate the level of heating coal consumption energy efficiency levels of existing and newly built(expanded)projects,and point out that all regions should take into account the thermal efficiency of the heating pipe network and the influence factors of temperature,Formulate(repair)corresponding local heating coal consumption standards as soon as possible to lay the foundation for improving the energy efficiency of industrial boilers in the future and implementing national green,low carbon and high quality development.
