摘要
目的:了解同一个体在不同角色情境下的医保基金监管意愿及影响因素,为更好地促进公众参与医保基金监管提供依据。方法:采用整群抽样法对全国公众进行问卷调查,收集并分析其在面对骗保行为时的监管意愿和影响因素。结果:共纳入837名调查对象,4种情境下,当公众作为患者去医院就医时的监管意愿最高。二元Logistic回归分析结果显示,在态度和知觉行为控制维度下,他人的举报期望值和自我效能感不受角色情境的限制,都能正向影响公众的监管意愿;在主观规范维度下,家人的参与行为、政府发布的监管信息影响公众作为患者在医院就医时的监管意愿;在知觉行为控制维度下,监管信息获取越容易,公众作为陪同者在医院时的监管意愿可能更强烈。结论:重视态度、主观规范以及知觉行为控制对提升公众医保基金监管意愿的作用,重视医保基金监管信息宣传和解读工作,提升公众的举报期望值和自我效能感,重视政府对举报人的保护以及信息的公开性和易得性,为解释和提高公众的医保基金监管意愿提供参考,进一步增强医保基金监管的公众参与度与监管效力,对完善医保基金监管理论和制度体系提供助力。
Objective To understand the willingness of the individual to supervise the medical insurance fund in different role contexts and its influencing factors,and provide suggestions for further promoting public participation in the supervision of the medical insurance fund.Methods Samples were chosen from national public with cluster sampling method and conducted a questionnaire survey to collect and analyze their willingness to supervise insurance fraud and its influencing factors.Results A total of 837 survey respondents were included,and their willingness to supervise was the highest when the public went to hospital as a patient in all four contexts.Under both the attitude and perceived behavioral control dimensions,others'reporting expectations and self-efficacy were not limited by the role and context,but both positively influence the public's willingness to supervise.Under the subjective norms dimension,family members'participatory behaviors,and regulatory information released by the government influenced the publics willingness to supervise the public as patients.Under the perceived behavioral control dimension,the easier the access to supervisory information,the stronger the willingness of the public to supervise as an accompanying person when they are in the hospital is likely to be.Conclusion It is suggested to emphasize the role of attitudes,subjective norms,and perceived behavioral to enhance the publics willingness to supervise medical insurance funds,focus on the release and interpretation of medical insurance fund supervisory information to enhance the public's reporting expectations and self-efficacy,value the governmental protection of whistleblowers and openness and accessibility of information,provide a reference for explaining and improving the publics willingness to supervise medical insurance funds,further enhance the public participation and supervisory effectiveness of medical insurance fund supervision,and provide assistance in improving the theory and institutional system of medical insurance
