摘要
随着全球环境问题日益严重,生态治理现代化已成为各国政府关注的热点。数字经济为我国经济增长提供了新动力,但也给生态环境带来了新的挑战。现有的生态治理方式已经难以满足数字经济发展的要求,数字经济背景下的生态治理愈发显示出紧迫性。当前生态治理需要坚持生态保护优先、全面协调可持续、综合治理等原则。这些基本原则旨在使数字经济和生态环境的协同发展成为可能。数字经济背景下生态治理现代化路径包括数字技术支撑的生态治理、市场和产业化支撑的生态治理和政策创新支撑的生态治理,以此实现数字经济背景下生态治理的现代化,提升生态治理的效率和效果,推动经济社会的可持续发展。政府通过制定相应的政策与管理措施,积极推动绿色发展和生态文明建设。生态治理现代化需要从分散化治理向综合化治理过渡,同时加强技术应用和市场机制的建设。此外,政策创新需要侧重于提升社会治理能力,完善数字经济背景下的生态治理政策和制度体系。只有深入推进生态治理现代化,才能够实现生态环境的可持续发展。
With the increasingly serious global environmental prob lems,the modernization of ecological governance has become the focus of attention of governments all over the world.Digital economy has provided new impetus for China's economic growth,but it has also brought serious challenges to the ecological environment.The existing ecological governance methods have been difficult to meet the requirements of the development of digital economy,which makes the ecological governance under the digital economy more and more urgent.Ecological governance under the background of digital economy needs to adhere to the principles of giving priority to ecological protection,overll coordination and sustainability,and comprehensive governance.These basic principles aim to make the coordinated development of digital economy and ecological environment possible.The paths of ecological governance modernization under the background of digital economy are ecological governance supported by digital technology,ecological governance supported by market and industrialization,and ecological governance supported by policy innovation.Through these paths,we can realize the modernization of ecological governance under the background of digital economy,improve the efficiency and effect of ecological governance,and promote the sustainable development of economy and society.The government should formulate corresponding policies and management measures to actively promote green development and ecological civilization construction.The modernization of ecological governance needs to transition from decentralized governance to comprehensive governance,and strengthen the application of technology and the construction of market mechanism.At the same time,policy innovation needs to focus on improving social governance capacity and improving ecological governance policies under the background of digital economy.
