摘要
在我国可再生能源迅速发展与新的能源供需形势大背景下,我国电力市场研究逐渐从理论走向政策设计与实施阶段。在众多国外先进电力市场建设经验中,德国电力市场通过独特的平衡单元机制设计,实现了平衡费用向整个社会分摊,有效在不显著扩大实时平衡市场和备用机组规模的同时,提升了德国可再生能源的消纳水平。文章详细讨论了德国基于平衡单元的电力市场设计机制,分析了平衡单元机制下德国电力系统运行中的3类关键主体、平衡单元机制下德国电力市场的中的合同关系、德国现货市场和实时平衡市场下平衡责任方的参与和分摊方式以及平衡能源费用的计算与修正。平衡单元机制是德国电力市场的独特机制,有效实现了高比例可再生能源接入的德国电力系统的平衡稳定,对我国电力市场和电力平衡机制体制设计具有重要的参考借鉴作用。
With the rapid development of renewable energy and the new energy supply and demand situation in China,Chinese power market research is gradually moving from theory to policy design and implementation.Among the numerous advanced foreign power market construction experiences,based on the unique balance group mechanism design,the German power market effectively shares the balancing cost with the whole society.Meanwhile,the scale of the German real-time balancing market does not significantly expand simultaneously,enhancing the level of Germany's renewable energy consumption.This paper discusses the German power market design mechanism based on the balance group mechanism in detail.Three types of critical subjects in the operation of the German power system are analyzed under the balance group mechanism.The contractual relationship among participants in the German power market under the balance group mechanism is sequentially analyzed.The participation and supervision of the party responsible for balance under the German power spot market and real-time balancing market and the calculation and correction of the balancing energy costs are also analyzed.The balance group mechanism is unique in the German power market,which effectively enhances the balance stability of the German power system as a high proportion of renewable energy is gaining access.It is an essential reference to the design of Chinese power market and power balancing mechanism.
