摘要
智慧农业是运用大数据、人工智能、区块链等前沿信息技术,同农业有关领域的生产决策和流通进行深度融合,所形成的新型农业经营模式和解决方案,具有集约化、精准化、自动化和信息化等一系列优势,已经成为了现代农业发展的主要趋势。但是其涉及的一系列新技术往往会伴生相关的技术伦理风险,具体包括社会信任风险、数据失控风险、生态安全风险和责任伦理风险。由于智慧农业所作用的对象是农业生产,故而其技术伦理风险的产生具有特殊的原因,包括农业技术社会信任建设的欠缺、农业前沿技术应用认知的局限、农业生态性价值维护的不足以及农业技术责任伦理维护的缺失。因此,有必要通过完善信任机制,合理预测技术的可能后果,加强与生态农业融合以及创新治理体系等措施,来实现对其技术伦理风险的有效治理。
Smart agriculture is the use of big data,artificial intelligence,blockchain and other cutting-edge information technology,with agriculture related fields of production decision-making and circulation in-depth integration,the formation of a new agricultural business model and solutions,with intensification,precision,automation and information technology and a series of advantages,has become the main trend of modern agriculture development.However,a series of new technologies involved in smart agriculture are often associated with technical ethical risks,including social trust risks,data loss of control risks,ecological security risks and responsibility ethical risks.As the object of smart agriculture is agricultural production,the generation of technical ethical risks has specific reasons.It includes the lack of social trust construction of agricultural technology,the limitation of application cognition of agricultural frontier technology,the lack of maintenance of agricultural ecological value and the lack of maintenance of agricultural technical responsibility ethics.Therefore,it is necessary to improve the trust mechanism,reasonably predict the possible consequences of technology,strengthen the integration with ecological agriculture,and innovate the governance system to achieve effective management of its technical ethical risks.
