摘要
习近平生态文明思想为我国生态文明建设提供了根本遵循,是构建松花江流域环境法治体系的行动指南。松花江流域法治实践应坚持科学立法、严格执法、公正司法、全民守法的宗旨,深化流域一体化建设,实现流域高质量发展,努力在对“生态美、法保障”的回应中打造流域治理样板。
Xi Jinping's thought of ecological civilization provides fundamental guidance for the construction of ecological civilization in China and serves as an action guide for building an environmental legal system in the Songhua River Basin.The practice of rule of law in the Songhua River Basin should adhere to the principles of scientific legislation,strict law enforcement,fair judiciary,and universal compliance,deepen the integration of the basin,achieve high-quality development of the basin,and strive to create a model of basin governance in response to the “ecological beauty and legal protection”.
