摘要
评估活动不仅是政府购买社会组织服务过程的关键环节,也是保障资源有效配置和服务有效供给的重要途径。基于“主体—要素”分析框架,对政府和社会组织的评估行为进行系统研究发现,技术导向与服务导向之间的价值冲突、行政任务与社会诉求之间的目标张力、软性服务与刚性管理之间的行动抵牾、长期愿景与短视效应之间的协同弱化诱发政府和社会组织在评估理念、评估指标、评估方法和评估成效上出现了“结果”和“过程”失衡的评估偏差。为了推进政府购买社会组织服务的顺利开展,切实发挥好评估活动的功能和作用,实现评估结果与评估过程的有机整合,需要着力提升评估人员公共理性和专业理性,统筹考量政府购买成效的综合评估指标,系统构建多元主体参与的协同评估机制,并持续优化政府与社会组织间的合作关系。
Evaluation activities are not only a key part of the process of government procurement of social organization services,but also an important way to ensure the effective allocation of resources and the effective supply of services.Based on the"subject-factor"analytical framework,this paper systematically studies the evaluation behavior of government and social organizations,and finds that the value conflict between technology-oriented and service-oriented,the goal tension between administrative tasks and social demands,the action contradiction between soft services and rigid management,and the synergy weakening between long-term vision and short-sighted effect induce the imbalance between"results"and"process"in the evaluation concepts,evaluation indicators,evaluation methods and evaluation effectiveness of government and social organizations.In order to promote the smooth development of government procurement of social organization services,give full play to the function and role of evaluation activities,and realize the organic integration of evaluation results and evaluation process,it is necessary to continuously improve the public rationality and professional rationality of evaluators,comprehensively consider the comprehensive evaluation indicators of government procurement effectiveness,systematically build a collaborative evaluation mechanism with the participation of multiple subjects,and continuously optimize the cooperative relationship between the government and social organizations.
