摘要
网格化管理作为一种重建基层治理秩序的实践创新,能够有效整合基层资源,建立预防型治理模式,对推进国家治理体系和治理能力现代化具有现实意义,但其在运行过程中仍面临着延续科层制弊病、挤压社区自治空间、行政主导色彩浓厚、网格化及网格员身份定位模糊等现实困境。而网格化管理作为一种社会整合工具,它的建构依赖于四种不同力量:网格化管理诞生之初便天然具有的政府权力、与其紧密相连的社区自治的力量、为弥合前两者而介入的市场多元治理主体以及网格化管理自生的专业力量。因此可以发挥四重力量,从突围科层治理困局、实现行政力与自治力的结合、吸纳多元主体协同共治并强化网格队伍建设的路径出发,进一步推动网格化管理体系化发展。
As a practical innovation to rebuild the order of grass-roots governance,grid management can effectively integrate grass-roots resources and establish a preventive governance model,which has practical significance to promote the modernization of national governance system and governance capacity.However,in the process of operation,grid management is still faced with such realistic difficulties as continuing the defects of bureaucracy,squeezing the autonomous space of communities,strong administrative dominance,fuzzy identity positioning of grid and grid members.As a tool for social integration,grid management relies on four different forces for its construction:government power and community autonomy,which are naturally associated with the birth of grid management,the market's multifaceted governance bodies that intervene in order to bridge the first two forces,and the self-generated professional power of grid management.Therefore,the four forces can be brought into play to further promote the systematic development of grid-based management from the perspective of breaking out of the predicament of hierarchical governance,realizing the combination of administrative power and self-governance power,absorbing the synergistic governance of pluralistic subjects,and reinforcing the construction of the grid team.
