摘要
乡村振兴,人才是关键。长期以来,乡村优秀人才外流,总量不足、结构失衡、老龄化严重等问题较为突出,导致基层干部队伍素质总体偏低。通过研究提升基层干部素质对乡村振兴的作用机制,以青海海晏县“乡村振兴指导员”和陕西杨凌示范区基层干部学历制教育提升计划为例,探讨采用多元化培训方式和学习平台,强化问题导向,优化激励机制,畅通晋升通道,建立导师制度和经验分享平台等多举措并行,全面提升基层干部素质,赋能乡村全面振兴。
Talent is the key to rural revitalization.For a long time,the outflow of outstanding talents in rural areas,insufficient total amount,structural imbalance,serious aging and other problems are the prominent problems,resulting in the overall low quality of grassroots cadres.By studying the mechanism of improving the quality of grassroots cadres on rural revitalization,taking the'Rural Revitalization Instructor'in Haiyan County of Qinghai Province and the education promotion plan of grassroots cadres in Yangling Demonstration Zone of Shaanxi Province as examples,this paper discusses the adoption of diversified training methods and learning platforms,strengthening problem orientation,optimizing incentive mechanism,smoothing promotion channels,establishing tutor system and experience sharing platform,so as to comprehensively improve the quality of grassroots cadres and empower rural revitalization in an all-round way.
