大湾区城市给排水企业安全建设风险评价

Safety Construction Risks of Urban Water Supply and Drainage Enterprises in the Greater Bay Area

摘要 为了减少企业不规范管理造成的安全事故,以深圳市某水务公司为例,基于公司2022年的安全管理评估数据,分析给排水企业现有安全生产标准化体系的潜在风险,运用PDCA循环理论进行因素分类并构建层次结构模型,使用改进层次分析法(IAHP)-熵权法确定15个评价指标及其权重,在此基础上通过模糊综合评价法评价安全生产标准化建设成效。结果表明,IAHP-熵权法能有效弥补单一赋权法的缺点,模糊综合评价法更加客观合理的风险等级评价,评价体系能进一步完善安全生产管理。 In order to reduce safety accidents caused by non-standard management in enterprises,taking a water company in Shenzhen as an example,based on the safety management evaluation data of the company in 2022,the potential risks of the existing safety production standardization system in water supply and drainage enterprises were analyzed.The PDCA cycle theory was used to classify factors and construct a hierarchical structure model.The IAHP entropy weight method was used to determine 15 evaluation indicators and their weights.On this basis,the effectiveness of safety production standardization construction was evaluated through fuzzy comprehensive evaluation method.The research results indicate that the IAHP entropy weighting method can effectively compensate for the shortcomings of a single weighting method,and the fuzzy comprehensive evaluation method provides a more objective and reasonable risk level evaluation.The evaluation system can further improve safety production management.
