摘要
新基建与新质生产力同为数字时代的产物,具有高效、高质、高速、创新、数字化、智能化、网络化等共同基因,两者相辅相成、协同发展、相互促进。本研究强调新基建驱动新质生产力发展,梳理其内在理论逻辑机制,为出台政策提供依据。本研究认为,新基建驱动新质生产力发展的内在逻辑分为生成逻辑、理论逻辑与实现逻辑;其机制概括为技术创新驱动机制、产业升级促进机制、要素配置优化机制和综合效应机制。本文的边际贡献在于把新基建和新质生产力联动起来,以区别于学术上传统基建促进经济增长的理论范畴。最后,本研究得出的政策主张为:强化顶层设计,明确发展规划;创新投融资模式,加强引导与支持;坚持需求引导,推动产业升级;优化营商环境,激发市场活力;加强人才培养,提升创新能力;加快重大重点项目建设,推动项目落地见效;等等。
Both new infrastructure and new quality productivity are products of the digital age,with high efficiency,high quality,high speed,innovation,digitalization,intelligence,networking and other common genes,and the two complement each other,develop synergistically and promote each other.The research emphasizes that new infrastructure drives the development of new quality productivity,and sorts out its internal theoretical and logical mechanism to provide a basis for the introduction of policies.The internal logic of this paper is divided into generative logic,theoretical logic and realization logic.This paper summarizes four major mechanisms:technological innovation driving mechanism,industrial upgrading promotion mechanism,factor allocation optimization mechanism and comprehensive effect mechanism.The marginal contribution of this article lies in linking the new infrastructure with the new quality productivity,which is the theoretical category of traditional infrastructure promoting economic growth.Finally,the policy propositions are as follows:strengthen the top-level design and clarify the development plan;innovate investment and financing models and strengthen guidance and support;continue to guide demand and promote industrial upgrading;optimize the business environment and stimulate market vitality;strengthen personnel training and enhance innovation ability;accelerate the construction of major key projects and promote effective implementation of projects.
