摘要
网络空间是大国战略竞争的核心领域之一。美国通过强化国家网络空间实力、打造网络空间联盟合作、对华网络空间实施“污名化”三方面政策举措,试图巩固其网络空间安全治理规则主导权,其在网络空间安全治理过程中采取的对华竞争政策进一步加深了中美两国之间的“信任鸿沟”。由于美国两党对华角色认知的一致性、强化盟伴合作网络的黏合性以及升级话语叙事空间的主导性,对中国网络空间安全产生了严重影响,促使中国在强化技术支撑、完善规则体系、升级话语叙事等方面坚定不移地推行“网络空间命运共同体”理念,丰富拓展相关实践,以期为下步制定全球网络空间安全治理规则和未来继续深化该领域改革贡献中国智慧和中国方案。
Cyberspace is one of the core areas of strategic competition among major powers.The United States has tried to consolidate its dominance of the rules of cyberspace security governance by strengthening its national cyberspace power,promoting cyberspace alliance cooperation,and smearing China's cyberspace.And the policy of competition with China adopted by the U.S.in the process of its cyberspace security governance has further deepened the"trust gap"between China and the U.S.The consistency of the two major U.S.parties in their perception of China,the cohesion of the alliance and partnership cooperative network,and the U.S.dominance of the discourse and narrative,have had a serious impact on China's cyberspace security,prompting China to unswervingly implement the concept of"community with a shared future in cyberspace"by strengthening technical support,improving the rule system,and upgrading the discourse and narrative,and enrich and expand relevant practices,in order to contribute Chinese wisdom and solutions to the formulation of global rules of cyberspace security governance and continue to deepen the reform in this field in the future.
