摘要
五国防务安排第一次会议(即吉隆坡会议)是英国、澳大利亚、新西兰、新加坡、马来西亚五国召开的一次重要会议,目的是商讨有关签署后续《五国防务安排》的军事合作文件事宜。其背景是20世纪60年代末,英国因为本国国力衰退被迫出台从东南亚撤军计划。计划公布后引起了有关国家的不满,此前各国已经开始磋商,但未达成共识。因此,1968年6月吉隆坡会议的召开显得极为重要,在会上各国解决了一些较大的分歧,拟定了应对英国撤军的初步方案,为五国后续的谈判奠定了基础。可以说,吉隆坡会议对于《五国防务安排》的形成有着至关重要的作用。
The first meeting of the Five-Power Defence Conference(i.e,the Kuala Lumpur Conference)is an important gathering of the United Kingdom,Australia,New Zealand,Singapore,and Malaysia,with the purpose of discussing the signing of subsequent military cooperation documents Five Power Defence Arrangements.It happened in the late 1960s,when the United Kingdom,due to its declining national power,was compelled to announce a plan to retreat from Southeast Asia.Once announced,the plan dissatisfied related countries which had already begun consultations but reached no consensus.The convening of the Kuala Lumpur Conference in June 1968,therefore,became extremely important,where some major differences among countries were addressed,and a preliminary plan was drafted to respond to the British withdrawal,laying a foundation for subsequent negotiations among the five countries.It can be said that the Kuala Lumpur Conference played a crucial role in the formation of the Five Power Defence Arrangements.
