摘要
农民工是国家就业政策干预的重点群体,但政策协同不足使其难以抵御就业新风险,就业稳定性差、就业质量不高。为促进农民工高质量充分就业,广西农民工就业促进政策形成了“保障农民工获得平等就业权利-引导农民工返乡就业创业-保障农民工留城发展权-促进农民工融入城市和返乡就业创业双向发展”的协同演进路径。政策协同路径表明:财税支持是其他政策措施实施的必要条件;增加就业机会、提升就业能力和完善就业保障,有利于促进农民工返乡就业创业和留城就业;就业政策措施的落实需政府部门协同组织实施和管理。但仍存在政策举措间协同不足导致农民工就业难以实现向上流动;实施与保障措施的协同程度仍待提高等问题。为此,应加强财税支持与其他政策措施协同,增加农民工的就业机会选择;完善就业保障和提升就业能力,双向促进农民工就业向上流动;增强政策实施与保障的协同,推动农民工就业促进政策落实,切实促进和保障农民工高质量充分就业。
Migrant workers are a key group targeted by national employment policies,yet insufficient policy coordination leaves them vulnerable to new employment risks,with poor job stability and low job quality.To promote high-quality and full employment for migrant workers,the employment promotion policies for migrant workers in Guangxi have formed a coordinated evolutionary path that includes"ensuring equal employment rights for migrant workersguiding migrant workers to return to their hometowns for employment and entrepreneurshipsecuring the rights of migrant workers to develop in citiespromoting the integration of migrant workers into cities and the dual development of urban and rural employment and entrepreneurship."The policy coordination path indicates that fiscal and tax support is a necessary condition for the implementation of other policy measures;increasing employment opportunities,enhancing employment capabilities,and improving employment security are conducive to promoting the return of migrant workers to their hometowns for employment and entrepreneurship,as well as their employment in cities.The implementation of employment policy measures requires the coordinated organization,implementation,and management by government departments.However,there are still issues such as insufficient coordination between policy measures hindering upward mobility in employment for migrant workers;and the level of coordination between implementation and safeguard measures still needs to be improved.Therefore,it is necessary to strengthen the coordination between fiscal and tax support and other policy measures to increase the employment opportunities available to migrant workers;to improve employment security and enhance employment capabilities to facilitate upward mobility in employment for migrant workers;and to enhance the coordination between policy implementation and safeguard measures to promote the implementation of employment promotion policies for migrant workers,effectively promoting and ensuring high-quality and ful
