摘要
纪检监察派驻机构是中国特色党内监督体系的重要组成部分。首先,基于接点调适的分析框架,可将派驻机构视作连接着纪检监察派出机关和驻在单位的接点,一是作为刚性权威和驻地认同的接点,承接上级权威下沉和驻在单位身份认同;二是作为反馈信息和传达信号的接点,同时解决信息不对称和逆向信息不对称问题。其次,政治权威性和驻地自主性难题、标准精确化和内容模糊化悖论以及纪检监察自身特殊的组织样态造成了纪检监察有效监督的三种困境。最后,派驻机构通过权威聚合机制、精准发现机制、任务统合机制,实现监督主体赋权、监督手段赋能、监督对象全覆盖、监督内容贴合实际、监督方式完整、监督形态嵌套,从而实现纪检监察的有效监督。
Dispatched Discipline Inspection and Supervision Offices are an important part of the Chinese Communist Par⁃ty’s internal supervision system.Firstly,based on the analytical framework of“junction integration”,these offices can be viewed as junctions connecting the discipline inspection and supervision authorities and the resident institutions.This junction serves two main purposes:first,as a link between rigid authority and local realities,it facilitates the sinking of superior author⁃ity and the identity recognition of the resident institutions;second,it acts as a conduit for feedback and signal transmission,addressing issues of information asymmetry and reverse information asymmetry.Secondly,there are three dilemmas for effective supervision by the dispatched Discipline Inspection Offices,which are caused by the problems from political authority and au⁃tonomy of the resident place,the paradox of precise standardization and content ambiguity,and the special organizational form of discipline inspection and supervision.Finally,through mechanisms such as authority aggregation,precise discovery,and task integration,the dispatched offices achieve effective supervision,which includes empowerment of the supervision subjects and supervision means,full coverage of supervision objects,relevance in supervision content,completeness in supervision methods,and the nesting of supervision forms.
