摘要
新时代,党建引领成为中国共产党深化基层治理改革创新、推动基层治理现代化的重要制度安排,具有深厚的历史逻辑、深刻的理论逻辑和现实逻辑。坚持党建引领,这是百年党史中中国共产党基层治理的经验传承,是政党领导下坚持党的全面领导的内在要求,是社会转型中政党回应基层变革的制度优势。新时代,以党建引领基层治理,首要前提是夯实基层党建,筑牢引领基层治理的组织基础;重要保障是健全体制机制,创新引领基层治理的制度支撑;关键环节是提升治理能力,增强引领基层治理的内在动力。
In the New Era,Party building has become an important institutional arrangement for the CPC to deepen the reform and innovation of grassroots governance and promote the modernization of grassroots governance.This has a profound historical,theoretical and practical logic.Adhering to the guidance of Party building is the inheritance of the experience of grassroots governance of the CPC in its centennial history,the inherent requirement of adhering to the overall leadership of the CPC under the leadership of the Party,and the institutional advantage of the Party in responding to the grassroots reform in the process of social transformation.In the New Era,the primary premise of the Party building leading grassroots governance is to consolidate grassroots Party building and build a solid organizational foundation for leading grassroots governance;The important guarantee is to improve the system and mechanism,and innovate and lead the institutional support of grassroots governance;And the key link is to improve governance capacity and enhance the internal motivation to lead grassroots governance.
