摘要
我国医养结合发展过程中涌现出一大批典型模式。“青岛模式”因其在青岛地区首创而得名,这一模式具有鲜明特色,而其内涵不断演化。本研究深入剖析了“青岛模式”从先行亮相、快速发展到铸成经典模式的发展之路,解析了其实现逻辑,研究发现建立以组织、资源为支撑的外部保障机制,以及以服务保障、经济保障、精神保障为核心的内部机制,通过这种“双轮”驱动机制,实现了医养结合从自发探索到全国样板模式的快速发展。但医养结合发展之路任重道远,坚持高质量发展的新发展理念,构建多层次经济保障、分级分类服务保障、多元化资源保障体系,统筹城乡均衡与阶段重点等或可为推动各地医养结合发展提供有益参考。
A large number of typical models have emerged in the development process of medical and nursing care integration in China.The“Qingdao model”,so called because it was pioneered in the Qingdao area,has a distinctive character and its connotations are constantly evolving.This study analyzes the development path of the Qingdao Model from its early debut,rapid development to the classic model,and analyzes the logic of its realization.The study found that the establishment of an external guarantee mechanism supported by organizations and resources,as well as an internal mechanism with service guarantee,economic guarantee and spiritual guarantee as the core,through this“two-wheel”driving mechanism,has realized the rapid development of medical and nursing integration from spontaneous exploration to a national model.However,there is a long way to go in the development of medical and nursing care integration.Adhere to the new development concept of high-quality development,build a multi-level economic security,hierarchical and classified service security,diversified resource security system,integrated urban-rural balance and stage focus,etc.or can provide a useful reference to promote the development of the integration of medical and nursing care in various places.
