摘要
气候变化引起的海平面上升等诸多气候灾害为当前全球沿海低洼地区的城市规划带来了前所未有的挑战,文章以中国(上海)自由贸易试验区临港新片区国土空间规划挑战赛为契机,引入适应性规划的概念,分析判断新片区的基本生态概况,以国内外针对气候变化的适应性规划策略为例,通过建立湾区海上气候公园体系、建立近海自适应的生态系统、构建正向演替的城市与自然平衡系统等,来适应未来几十年内新片区可能面临的海平面上升影响、风暴潮影响,保护近海敏感易扰的生态系统,从而为其他中国沿海地区应对气候变化的城市适应性规划提供借鉴。
The rising sea level caused by climate change and many other climate disasters have brought unprecedented challenges to urban planning in low-lying coastal areas around the world.Taking the challenge of the territorial spatial planning for Lingang New Area in China(Shanghai)Pilot Free Trade Zone as an opportunity,this paper introduces the concept of adaptive planning,analyzes the basic ecological situation of Lingang New Area,and then takes the adaptive planning strategies for climate change at home and abroad as an example.It is proposed to construct a bay area climate park system,to establish a coastal adaptive ecosystem,and to create a positive succession of urban natural balance to adapt the possible impact of sea level rise and storm in the next few decades,so as to protect the sensitive and easily disturbed ecosystems in the coastal areas,and to provide a reference for urban planning in other coastal areas of China to cope with climate change.
