摘要
新时代加快推进数字新基建是推动数字经济发展、实现三产融合和高质量发展的必由之路。在分析数字新基建促进高质量发展机制的基础上,利用2003—2021年长江经济带省际面板数据,构建高质量发展评价体系测算各省(市)高质量发展指数,并使用空间计量模型定量分析数字新基建对高质量发展的影响。研究得出,数字新基建在提升长江经济带高质量发展水平方面发挥着积极作用,不仅有利于本地的高质量发展,同时对周边地区也有辐射带动作用。不同类型的数字新基建对长江经济带高质量发展的影响不同,信息基建和创新基建对高质量发展具有显著的促进作用,但融合基建对高质量发展的影响不显著。数字新基建对长江经济带高质量发展的作用存在区域差异,长江中下游地区数字新基建对本地和周边地区高质量发展具有积极作用,但上游地区对周边地区的带动作用有限。因此,应继续加大投资,加快推动数字新基建发展,稳步发展融合基建,重点推进信息基建和创新基建,优化数字新基建空间布局,推动区域协调发展。
Accelerating digital new infrastructure(DNI)in the new era is the inevitable path to promote the development of digital economy,achieve the integration of primary,secondary and tertiary industries and high-quality development.Based on the analysis of the mechanism of DNI promoting high-quality development,this paper uses the inter-provincial panel data of the Yangtze River Economic Belt(YREB)from 2003 to 2021 to construct a high-quality development evaluation system to measure the high-quality development index of each province(city),and employs a spatial econometric model to quantitatively analyze the impact of DNI on high-quality development.According to the study,DNI plays a positive role in promoting the high-quality development level of the YREB,benefiting not only the local high-quality development,but also radiating and driving the development in the surrounding areas.Different types of DNI have different impacts on the high-quality development of the YREB.Information infrastructure and innovation infrastructure have significant positive effects on high-quality development,but the impact of integrated infrastructure on high-quality development is not significant.There are regional differences in the effect of DNI on the high-quality development in the YREB.The DNI in the middle and lower reaches positively affects the high-quality development of the local and surrounding areas,but it has a limited driving effect on the surrounding areas in the upstream region.Therefore,we should continue to increase investment,accelerate the DNI development,steadily develop integrated infrastructure,focus on promoting information infrastructure and innovation infrastructure,optimize the spatial layout of digital new infrastructure,and promote coordinated regional development.
