摘要
本文基于中国政府采购网采购合同,使用自然语言处理技术筛选出数字项目采购样本,在排除不同地级市数字经济发展差异的干扰后,构建了2015—2021年地级市层面本地偏好指标的面板数据集,采用Dagum基尼系数对我国八大经济区的差异进行测算与分解,并利用PVAR模型探讨了数字项目采购本地偏好与数字经济发展的互动关系。结果表明:我国各地存在明显的数字项目采购本地偏好行为,但总体呈现下降的趋势,八大经济区主要体现为东部沿海地区较低、西北地区较高,各区域在样本时期内均出现了不同幅度的下降;区域差异由于区域间和区域内差异的下降整体呈现下降趋势;数字项目采购本地偏好与数字经济发展的互动关系显示,数字经济发展水平的冲击会推动数字项目采购本地偏好水平向下波动。本文科学测度我国数字项目采购的本地偏好水平,丰富了政府采购本地偏好的相关理论研究,为后续研究奠定了基础。
Based on the procurement contract of the China Government Procurement Network,natural language processing technology was used to screen out digital project procurement samples.After excluding the interference of digital economic development differences in different prefecture level cities,a panel dataset of local preference indicators at the prefecture level city level from 2015 to 2021 was constructed.The Dagum Gini coefficient was used to calculate and decompose the differences in China's eight major economic zones,And the PVAR model was used to explore the interactive relationship between local preferences for digital project procurement and the development of the digital economy.The results show that there are obvious local preference behaviors for digital project procurement in various regions of China,but overall there is a downward trend.The eight major economic zones are mainly reflected in the lower levels in the eastern coastal region and the higher levels in the northwest region,with different degrees of decline observed in each region during the sample period.The overall trend of regional differences is decreasing,mainly due to the decrease in inter regional and intra regional differences;from the perspective of the interaction between local preferences for digital project procurement and the development of the digital economy,the impact of the level of digital economy development will lead to downward fluctuations in local preferences for digital project procurement.Scientifically measuring the local preference level of digital project procurement in China enriches the relevant theoretical research on local preferences in government procurement and lays the foundation for subsequent research.
