摘要
[目的/意义]“一带一路”倡议是有史以来最大的投资计划,其环境影响颇受国家关注。非洲是“一带一路”倡议的重要合作伙伴,也是未来温室气体排放最大潜力地区。助推非洲低碳发展有利于树立“一带一路”正面形象,进而增强“一带一路”倡议国际影响力。[方法/过程]本文通过文献分析法以及联合国粮食及农业组织数据库评估非洲温室气体排放潜力和现有排放结构,并提出“一带一路”倡议助力非洲低碳转型的路径建议。[结果/结论]研究结果表明,非洲工业化发展水平较低,农业、林业和其他土地利用的温室气体排放量全球占比是其地区全球占比的2倍多,养殖业CH4排放量较高,未来具有巨大的温室气体排放潜力。“一带一路”的绿色发展战略可以有效帮助非洲国家实现低碳转型发展。
[Purpose/significance]The Belt and Road Initiative is the largest investment plan in history,and its en⁃vironmental impact has attracted much attention.Africa is an important partner in the Belt and Road Initiative and has the largest potential for future greenhouse gas emissions.Promoting low-carbon development in Africa is benefi⁃cial for enhancing the positive image of the Belt and Road Initiative and strengthening its international influence.[Method/process]This paper analyzes the potential greenhouse gas emissions and current emission structure in Africa through literature review and the database of the Food and Agriculture Organization of the United Nations,and propos⁃es a path for the Belt and Road Initiative to assist in reducing carbon emissions in Africa.[Result/conclusion]The study results show that Africa has a low level of industrial development,and the greenhouse gas emissions from agri⁃culture,forestry,and other land use in Africa account for more than twice its global population share.It has a huge po⁃tential for future carbon emissions.The green development strategy of the Belt and Road Initiative can effectively help African countries achieve low-carbon transformation and development.
