摘要
乡镇是基层治理的主要阵地,行政执法职权下放对于连通基层社会治理“最后一公里”具有重要的现实意义。行政执法权限和人员向基层乡镇转移,亟待将各级主管部门的专业化、规范化的执法队伍移植入乡镇基层。文章从水务部门行政执法职权下放的角度出发,提出行政执法职权下放过程中存在的难点与重点,为基层水务管理部门提升水行政执法能力提供经验与借鉴。
Villages and towns are the main positions of grass-roots governance,and the decentralization of administrative law enforcement has important practical significance for connecting the“last mile”of community-level social governance.The administrative law enforcement authority and personnel are transferred to the township level,and it is urgent to transplant the specialized and standardized law enforcement teams of the competent departments at all levels into the township level.This paper points out the difficulties and key points in the process of administrative law enforcement authority decentralization in order to provide experience and reference for grassroots water management departments to enhance their ability of water administrative law enforcement.
