摘要
政治生态治理是推进中国式现代化的重要内容,亟须从理念、制度和技术等范畴创新推动。区块链、GPT等数字技术是具有代表性的创新性治理载体。当前政治生态趋向内部结构复杂化、信息要素多样化以及治理行动烦琐化,数字技术赋能能够从现实逻辑上突破治理主体单一、厘清治理过程混乱、规避治理方法不实、解决治理信息错位,创新性生成去中心化的多主体共识、强条件防篡改的全过程共建、透明共监管的全方位共治以及信息对称的全社会共享等机制。政治生态数字治理现代化的未来图景有待在理念、制度和方法等维度予以检验,亦需面对政府权威性降低、技术超前、人才不足以及道德边界模糊等潜在挑战。
Political ecology overnance is an important element in promoting Chinese-style modernization,and it is urgent to promote innovation in the fields of concept,system and technology.Digital technologies such as blockchain and GPT are representative carriers of innovative governance.As the political ecology tends to be complicated in internal structure,diversified in information elements and cumbersome in governance actions,digital technology empowerment can logically help break through the dilemmas of the single governance subject,the chaotic governance process,the unrealistic governance methods as well as the misalignment of governance information,and innovatively generate such mechanisms as decentralized multi-subject consensus,the whole process co-construction of tampering resistance under strong conditions,the whole-way co-governance of transparent and joint regulation,and the whole society sharing of information symmetry.The future prospect of political ecology digital governance modernization needs to be tested in the dimensions of concept,system and method,and face potential challenges such as reduced government authority,advanced technology,lack of talents and fuzzy moral boundaries.
