摘要
厦门构建“1+N”的国土空间详细规划编制技术导则框架,以行政区划边界为主导兼顾特殊管控区边界划定详细规划单元。针对特殊管控区在规划管理中存在的用途管制规则不清晰、规划供给缺位、政策创新不足等问题,提出“以管定编”的编制思路。基于“分区准入+清单管理+约束指标”的用途管制要求,创新详细规划编制方法,使详细规划“好用、管用、能用”。基于生态产品开发适宜性评价,划定生态分区,统筹制定分区准入和用途转换规则。强化项目落地,形成“约束指标+空间边界+建设形态”的规划管控方法,通过约束指标校核建设规模,以空间边界应对项目选址,以建设形态控制开发强度强化景观风貌引导,并以海沧天竺山森林公园特殊管控区详细规划为例进行实证。
Xiamen has established a"1+N"technical guideline framework of territorial spatial detailed planning,and defines detailed planning units based on administrative boundaries while considering the boundaries of special control areas.With respect to the problems in planning management of special control zones such as unclear use control rules,planning absence,and insufficient policy innovation,the concept of"planning compilation via management"is put forward.Based on the use control requirements of"zoning access+list management+constraint indicators",the compilation method of detailed planning is innovated to achieve"efficiency,efficacy,feasibility".Ecological zoning is carried out based on the evaluation of the suitability of ecological product development,and the rules of zoning access and use conversion are formulated in a coordinated manner.A planning control method of"constraint indicators+spatial boundaries+architectural forms"is formulated to enhance project implementation.The project construction scale is verified by restrictive indicators,the project site is selected by spatial boundary,and landscape features are controlled by construction intensity.The approach is practiced in the detailed planning of the special control area of Tianzhu Mountain Forest Park in Haicang district.
